sloshingTank: Removed blockMeshDict.m4 and replaced by sloshingTank2D and sloshingTank3D dictionary.

Vertices are generated using run time compilation functionality.

File duplication avoided by placement in:
tutorials/resources/blockMesh/sloshingTank2D
tutorials/resources/blockMesh/sloshingTank3D
