CONFIG: support wmake -debug-O0, -debug-O1 etc.

- rearranged order of flags so that FOAM_EXTRA_CXXFLAGS is added after the WARN/OPT/DBUG flags CONFIG: drop wmake rules for PGI compiler (defunct)
