ENH: additional gather/scatter modes for PstreamBuffers

Browse Source 
- gather/scatter types of operations can avoid AllToAll communication
  and use simple MPI gather (or scatter) to establish the receive sizes.

  New methods: finishedGathers() / finishedScatters()
