Moved the "generic" BCs into a separate library and included it only in those utilities
...
which need this functionality. Solvers will now check the correctness of the BCs on

- use shift-right instead of shift-left formulation to avoid wrong behaviour
with non-optimized compilation when the packed items fit exactly in the
available number of bits.
