94a89d530a COMP: reduce compiler warnings for gcc-7 
- ignore implicit-fallthrough for ragel generated code.

- add -Wno-deprecated-declarations for c++LESSWARN.
  These principally associated with older CGAL versions and their use
  of particular mpfr routines.
