Mark Olesen 8081fc7234 ENH: refactor cell selections into cellBitSet
- ensightWrite, vtkWrite, fv::cellSetOption

ENH: additional topoSet "ignore" action

- this no-op can be used to skip an action step, instead of removing
  the entire entry
