- align with fixes for v2112

- align foamConfigurePaths with v2112 modifications

CONFIG: scan scotch-64.h as possible fallback (#1904)

- For RedHat 8, the /usr/include/scotch.h is actually wrapped
  with a condition check based on LP64 vs ILP32, so need to check
  with those headers if the first one failed.
