This is useful for creating a UPtrList<BaseType> from a UPtrList<DerivedType>, or creating a UPtrList<const Type> from a UPtrList<Type>. The new pointers are constructed by implicit conversion of the old ones, so the new type must be a base class of the old type and it must not remove const-ness.
