DEFEATURE: remove wmakeScheduler (issue #1178 )

- was for parallel compilation across multiple hosts, but less useful
with modern CPUs with higher number of cores and/or hyperthreading.
Fragile use and dependent on a 'lockfile' utility that is not often
installed.
